Changchun's video surveillance system is experiencing rapid growth and development. At a recent meeting of the leading group on the expansion of the city’s video surveillance system, administrative committees from various districts and the Development Zone submitted responsibility letters to the municipal government, setting up a "military order" to accelerate the fourth phase of the project. This system plays a vital role in the city's security infrastructure, offering strong preventive capabilities and comprehensive monitoring functions.
Video surveillance has become an essential tool in many areas due to its intuitive, convenient, and informative nature. Over time, these systems have evolved into powerful tools that are widely used across different sectors. Their effectiveness stems from continuous improvements and technological advancements over the years.
For this year’s surveillance construction, Mayor Jiang Zhiying outlined four key priorities: "Reform," "Perfect," "Upgrade," and "Expand." Through maintenance, transformation, and integration, the system will be enhanced to ensure that all monitoring devices are functional, user-friendly, and efficient. The goal is to improve public surveillance coverage, especially in major traffic areas, key locations, and complex zones, with a focus on large-scale installations.
The city is also promoting the expansion of video surveillance from urban centers to rural areas. Additionally, the platform’s capabilities are being upgraded to create a centralized command center for the Municipal Public Security Bureau, integrating district and county monitoring centers with social surveillance systems to form a comprehensive network.
In terms of technical structure, a video surveillance system can be divided into seven layers: presentation, control, processing, transmission, execution, support, and acquisition. Each layer plays a crucial role in ensuring the system operates efficiently.
The presentation layer is what users see directly—such as monitors, video walls, and alarm systems. The control layer serves as the core of the system, with digital control now replacing traditional analog methods. While digital control offers greater ease of use and remote access, it comes with higher costs and potential system vulnerabilities.
The processing layer handles audio and video signals, distributing and amplifying them before sending them to the presentation layer. The transmission layer acts like the “blood†of the system, carrying signals through cables, fiber optics, or the internet. Pure digital systems using network cables or fiber offer high-quality, lossless transmission but require significant investment.
The execution layer includes devices such as PTZ cameras, lenses, and decoders, which carry out control commands. The support layer provides necessary equipment like brackets and protective covers. Finally, the acquisition layer consists of cameras, lenses, and sensors, which are the most critical and expensive components of the system.
Overall, Changchun’s video surveillance system continues to evolve, becoming more advanced, integrated, and effective in supporting public safety and urban management.
