**Chapter 1: General Provisions**
The purpose of these measures is to strengthen the management of safety evaluation agencies, standardize safety assessment activities, and promote a fair, open, and orderly system of intermediary services in safety evaluation. This aims to improve the quality and level of safety assessments in accordance with the "Occupational Safety and Health Law" and other relevant regulations.
Article 2: These measures apply to safety evaluation agencies and professionals operating within the administrative region of Guangdong Province, conducting statutory safety evaluations, and working under the supervision of safety production management departments. Foreign institutions seeking safety evaluation qualifications must follow state regulations, unless otherwise specified by law.
Article 3: Safety evaluation agencies are subject to a qualification management system. Only those with valid certificates can perform assessments within their designated scope. Professionals must also hold appropriate qualifications to practice legally.
Article 4: Safety evaluation qualifications are divided into two levels: A and B. Grade A is issued by the State Administration of Work Safety, while Grade B is approved by the Provincial Safety Supervision Bureau.
Article 5: The business scope for Grade B evaluations follows the General Standard for Safety Evaluation (AQ8001-2007). If new national standards are issued, they will take precedence.
Article 6: Grade B agencies may conduct pre-evaluations, acceptance assessments, and safety status evaluations for projects with an investment of up to 200 million yuan. Other projects must comply with national regulations.

**Chapter II: Application Conditions and Approval Procedures**
Article 7: To apply for a Grade B certificate, agencies must meet several conditions, including having independent legal status, sufficient office space, registered capital, sound internal systems, qualified personnel, and passing provincial examinations.
Article 8: The application process involves submitting forms and supporting documents to the Provincial Safety Supervision Bureau, which has 20 days to review and issue or deny the certificate.
Article 9: Out-of-province Grade A agencies must notify local authorities and submit copies of their qualification and business licenses before conducting assessments in Guangdong.
Article 10: Grade B certificates are valid for three years. Extensions must be applied for three months in advance, following similar procedures as initial applications.
Article 11: Changes such as mergers, closures, or changes in leadership require formal updates to the Provincial Safety Supervision Bureau.
