The main environmental problems facing shale gas development include whether the fracturing fluid will cause groundwater pollution, whether methane gas will leak, and whether shale gas development will consume a lot of water. Among them, the problem of water is the key point; environmental supervision will strictly determine the characteristics of shale gas development, determine the corresponding environmental access conditions, and the environmental supervision standard system, adhere to shale gas on the basis of strict implementation of current environmental management laws and regulations. Development is in sync with environmental protection.

Environmental issues in the development of shale gas are valued by regulatory authorities.

Yesterday, at the “2012 Unconventional Oil and Gas Partner Summit”, Liu Hongzhi, deputy director of the Science and Technology Department of the Ministry of Environmental Protection, said that in the initial stage of shale gas mining, environmental supervision will be based on strict implementation of current environmental management laws and regulations, targeting shale gas. The characteristics of development, research to determine the corresponding environmental access conditions, and environmental supervision standards system, adhere to the shale gas development and environmental protection synchronization.

It is well known that shale gas requires a large amount of water resources during the mining process, while most of China's shale gas fields are distributed in water-deficient areas. Not only that, but also unpredictable environmental risk factors in the transportation, storage and treatment of shale gas.

Liu Hongzhi believes that shale gas needs to be added to the fracturing agent during the mining process. If it is not handled properly, it will have an impact on the water environment. At the same time, shale gas contains methane, volatile organic compounds and other harmful pollutants. If accidental leakage occurs, the resulting air pollution and climate change impact cannot be ignored.

Zhang Dawei, director of the Mineral Resources Reserve Evaluation Center of the Ministry of Land and Resources, once said that the main environmental problems facing shale gas development include whether the fracturing fluid will cause groundwater pollution, whether methane gas will leak, and whether shale gas development will consume a lot of water. Among them, the problem of water is the focus.

Liu Hongzhi said that in the early stage of shale gas exploitation, efforts should be made to strengthen the environmental risk assessment during the whole process of shale gas mining, transportation, storage and treatment, focusing on strengthening the scientific assessment of the environmental impacts of ecology, water, atmosphere and soil, and This has an impact on the surrounding residents' environment. Continuously improve the scientific understanding of environmental risks in the development and utilization of shale gas, and carry out corresponding environmental risk assessment research to provide a basis for shale gas related evaluation methods, normative standards, and basic policy formulation.

At the same time, comprehensively carry out research on environmental risk prevention and control technical norms system for shale gas development, and study and formulate environmental protection technical norms system for shale gas development in line with China's national conditions according to different geological conditions, different mining methods and different characteristics of shale gas development and utilization. Including water resources utilization, greenhouse gas emissions, wastewater treatment, soil and surface water pollution, vegetation restoration, etc., make relevant technical reserves in advance, and make overall plans for resource development and environmental protection.

“In accordance with the environmental characteristics and sensitivity of different regions, combined with the relevant functional zoning requirements and possible outstanding environmental issues, the environmental management of shale gas development will be promoted in different regions.” Liu Hongzhi said that shale gas development plans should also be established and improved. The regulatory mechanism for the whole process of environmental impact assessment and project environmental assessment.

As the development of shale gas in China is still in its infancy, the laws and regulations on shale gas environmental regulation have yet to be improved. Zhang Dawei suggested that the laws and regulations on environmental supervision of shale gas development should be accelerated through trial data and foreign experience. The regulatory mechanism needs innovation and can introduce supervision system.
