Enterprise Occupational Health Management

Many people may not understand the occupational health management system. Indeed, at present in China, most companies do not pay enough attention to occupational health management. Workers' health problems are often overlooked. In fact, many companies have more or less occupational hazards, and some occupational hazards are caused by the long incubation period, and the damage to the health of employees has not been clearly manifested, leaving many companies open up. However, the occupational health management of a company is a long-term and arduous task. It is necessary to pay more attention to it and to avoid "a hand in hand".
The Importance of Employees' Participation in Occupational Health Management

In all ILO occupational health standards, all employees are strongly encouraged to participate. In order to make the Joint Committee on Enterprise Occupational Health and other similar organizations work more effectively, appropriate information and training must be provided. The employees and their representatives participate in the implementation process of the occupational health management system. Participation in an occupational health management system is often understood as the exchange of information between employers and employees within the company to some extent, and it should also focus on external resources and external stakeholders in the implementation process.

An important principle of an enterprise's occupational health management system is to give corresponding responsibility to the grass-roots management personnel, including the participation of all levels of the company, employees, and clear corporate occupational health management responsibilities. To implement an occupational health management system, only all stakeholders can fully participate in the implementation process through dialogue and cooperation in order to achieve success. In the enterprise occupational health management system, if it is run solely by occupational health management personnel without the involvement of grassroots employees, it will lose focus and eventually fail.

The occupational health and safety management training at all levels, from enterprise occupational health management personnel to employees, is the core element in implementing any occupational health management plan. The communication channels between different levels of the enterprise must be effective and bi-directional, which means that the information related to occupational health management and the concerns of grass-roots employees should be given due consideration and allowed to be communicated to top management.

If there is no effective social dialogue, the occupational health and safety management system will not function properly. Corporate employees and their representatives should have the opportunity to fully participate in the organization's corporate occupational health management through direct participation and negotiation.

Basic points of enterprise occupational health management

1. Apply for work. The occupational hazards of all enterprises (according to the National Classification of Occupational Disease Hazard Factors) should be reported online to the safety supervision department. After approval, they are printed out to the local safety supervision department for record. Whether or not the hazard factors reported here depends on the actual severity and contact time, but it is advisable to require a qualified professional testing organization or consulting agency to identify and issue a report with legal validity, thus evading the management personnel themselves subjectively. Determine the risk of mistakes.

2. Daily inspection work. Every year, companies that have occupational hazards should conduct occupational hazards testing on a regular basis. The work should be conducted by a qualified professional inspection agency and a test report should be issued.

3. Employee occupational hazard check. Employees who work in occupational hazard positions before going to work, after leaving the post, and each year in regular occupational health examinations (which differ from the entry examinations for enterprises) must go to qualified hospitals according to the regulations of the health department. The physical examination of employees revealed specific inspection reports.

4. Informed about occupational hazards. For all employees engaged in occupational hazards, they must clearly inform the occupational hazards of their posts (characteristics of occupational hazards, degree, contact time, restrictions, measures, etc.), which are required to appear in labor. In the contract, employee training materials, and post operating procedures.

5. Set occupational hazard warning signs. Occupational hazard warning signs must be set up at the production site, especially on the job site that is exposed to occupational hazards according to the requirements of the “Workplace Occupational Hazard Warning Signs”.

6. Occupational health training. Occupational health training is similar to safety production training, but it is mainly targeted at three types of people (main corporate leaders, occupational health management personnel, occupational hazard employees). The first two types are forensics training, and the latter one is for companies to conduct on-the-job training and daily training. Specific requirements are still being coordinated.

How Small Enterprises Implement Occupational Health Management

The State Administration of Work Safety, as the government’s comprehensive supervision department for production safety, implements this work with the aim of improving the occupational safety and health management level and changing the safety status of small businesses. As a practical tool, the "Guideline for the Implementation of the Occupational Safety and Health Management System for Small Businesses" can help companies establish and maintain the overall requirements that are consistent with the ILO Guidelines and the National Guidance Opinions, as well as their own industry characteristics. Occupational safety and health management system, in order to adopt appropriate occupational safety and health management modes and methods, continuously improve occupational safety and health performance, and continuously eliminate, reduce and control occupational safety and health hazards and risks, and ultimately ensure the safety and health of employees.

In small enterprises, there are fewer full-time safety managers, the production process is prone to change, the operating environment is complex and diversified, and the employees are highly mobile. It is necessary to establish an occupational safety and health management system suitable for their own characteristics in small businesses.

In order to realize the enterprise's occupational health management objectives, small enterprises should formulate specific management plans to achieve the goals so as to ensure that the goals are achieved as planned. The content of the management plan should include the responsibilities and authority to achieve the goal, the method to achieve the goal, the time schedule to achieve the goal, and the resources needed.

The enterprise occupational health management system is a dynamic development process. Small enterprises should, based on their own development, deeply understand the requirements of the enterprise occupational health management system, and constantly adjust and perfect the enterprise occupational health management system to ensure the continuation of the enterprise occupational health management system. Suitability, adequacy and effectiveness.
