U.S. Pentagon Must Buy Domestic Solar Panels

International Energy Newsletter: According to a comprehensive media report on January 11, US President Barack Obama signed a new military appropriation bill last Friday. The bill requires that the US Department of Defense purchase solar panels only from the United States.

This "buy U.S. cargo" clause may increase the tension between China and the United States. China is the world’s largest exporter of green energy materials.

U.S. leaders believe that China has given an unfair subsidy to its clean energy industry and thus took away the U.S. solar and wind energy trade (turning it to China). On December 22, 2010, before these matters were submitted to the WTO, the U.S. government had decided to conduct a 301 investigation on China's renewable energy subsidies.

The New York Times reported that the U.S. House of Representatives and Senators had considered the time for the adoption of the solar panel regulations and carefully wrote that there was little chance for China to dismiss it in compliance with WTO regulations.

The measure also includes U.S. government green energy technology directives, such as energy conservation performance contracts, public services contracts, land leases, and private residential contracts.

The new rules will be introduced before the next Chinese international visit to the United States.
